About PPC's low-cost spay/neuter program
Every year, approximately 6.5 million companion animals arrive at community shelters nationwide, and approximately 70,000 puppies and kittens are born in the US every day. With such high animal intake, there simply aren't enough homes for all the animals who need them. As a result, millions of adoptable cats and dogs are euthanized every year.
The most impactful action we can take to address the suffering of homeless animals is to stop unwanted animals from being born. At Pet Placement Center, all the dogs and cats who come through our shelter are spayed or neutered before they are adopted. We also encourage all pet owners to spay and neuter their animals to prevent animal overpopulation and homelessness.
Our low-cost spay/neuter program allows low-income residents of Hamilton County, Tennessee, to apply for a reduced cost spay or neuter surgery for their owned pets. By partnering with local veterinarians to complete these surgeries at a reduced cost, we aim to prevent the birth of unwanted litters and reduce animal overpopulation in our community. Our generous donors enable us to fund this program and reduce the number of animals needing sheltering in Hamilton County.
How does the program work?

Submit an online application. If you do not have email, you may print the online application and mail it to us at 5975 Dayton Boulevard, Chattanooga, TN 37415.

If approved, you will be contacted by a PPC representative to continue the process. Applicants are asked how much they can pay toward the cost of the surgery; this "copay" will be collected from you before scheduling your pet(s) for surgery. Your surgery will not be scheduled until this copay amount has been received.

You will be matched with a veterinary partner for the surgery and given your scheduled appointment date and time. Depending on which veterinarian is performing the surgery, you may be asked to sign and return consent forms electronically prior to the surgery date.

Should you need to change or cancel your surgery appointment for any reason, you must do so 48 hours in advance of your scheduled surgery appointment. Cancellations that occur within 48 hours of the surgery appointment will not be refunded and may be subject to an additional fee.

Follow all instructions from the surgery provider for pre-operative care, drop-off on the day of surgery, and pickup.

We pay the remaining balance for the surgery, minus your prepaid "copay." If you need other services in addition to the spay or neuter, you may be asked to pay for those separately.

In memory of Greyson
Greyson was adopted from Pet Placement Center in 2012. His family later moved out of state, but when he passed in 2025, his paw mama, author Cherie M. Priest, made a tribute to him and Pet Placement Center on Facebook. The response from her fan base was truly overwhelming—never before had we received so many donations in such a short period of time.
These donations provided us enough funding to begin offering low-cost spay/neuter services to the Chattanooga community, and we are so grateful to Greyson and his family for bringing awareness to our shelter and allowing us to help other animals in need.
